On February 28, President Trump spoke to a joint session of Congress for the first time, presenting a broad first-year legislative agenda that focused on a renewal of American jobs, infrastructure, the military, and an America-first approach to issues like immigration and trade. Although details are scant and congressional legislative timelines are still being worked out, many of the president’s proposals present a 180-degree shift in policy that would have significant implications for procurement departments.
