Warning Trends

Tariffs to negatively impact the building and construction machinery sector

  • In April 2025, the United States implemented a blanket tariff of 10.0% on all US imports of foreign goods and a 25.0% tariff on goods from Mexico and Canada not compliant with the U.S.-Mexico-Canada Agreement. On May 28th, the U.S. Court of International Trade issued a ruling halting many of the tariffs levied by the Trump administration. This ruling has been appealed, and the tariffs will remain in effect pending further judicial decisions. This ruling does not apply to steel, aluminum, and automobile tariffs issued under Section 232. Additionally, tariffs could be reissued under a variety of other sections of U.S. trade law. As such, ProcurementIQ will continue to monitor and update analysis as new information becomes available.
  • On May 12th, the US and China reached an agreement to reduce the baseline tariff rate from 145.0% to 30.0% on most goods. Other large sources for imports of building and construction machinery, like Japan, South Korea, and Germany, may face higher tariffs; as of April 9, a 90-day pause on reciprocal tariffs is in place.
  • According to a survey from Construction Equipment Magazine in April 2025, around half of the respondents reported that the higher tariffs would increase operating costs by up to 15.0%, and more than half said they plan to pass those increases along to buyers. On June 4th, the United States raised tariffs on steel and aluminum tariff to 50.0%, which will increase the cost of raw materials, leading to higher costs for manufactured building and construction machinery. According to The Budget Lab at Yale, the additional tariffs on imports will increase overall prices for machinery and equipment from 3.1% to 6.4%.
  • As many building and construction machinery brands source parts and components such as steel, engines, and electronics from foreign countries, higher tariff rates will put upward pressure on prices and lead to higher rental rates as manufacturers and dealers pass on costs. In addition, suppliers that source parts from tariff-affected regions may see supply chain disruptions as they seek alternative suppliers to mitigate tariff impacts.
  • Japan, one of the largest sources of building and construction machinery imports, will now face a flat 10.0% tariff, negatively impacting US buyers. As a result, major suppliers in these markets, such as Hitachi, Komatsu, Kubota, Sumitomo, Kawasaki, and Toyota, will face obstacles to competition in the US market.

Cost Analysis - Total Cost of Ownership for Aerial Lift Rental

Total cost of ownership is Low in the Aerial Lift Rental market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs. For example, unforeseen costs in the form of Downtime may raise the total cost of ownership unexpectedly.

Negotiated Before

Implementation

Buyers can reduce their total cost of ownership by choosing an aerial lift with the same power source as other equipment on site. If a buyer has other diesel-powered equipment on a job site, a single gas truck can fill everything at once, whereas having a liquid propane gas lift would require an entirely separate truck.

Billed During

Warranties

Buyers should expect to purchase rental protection plans alongside their lift rental. These plans are not to be confused with insurance; rather, they are intended to protect buyers from damages or theft during the rental period. For instance, if a buyer does not purchase a rental protection plan and the equipment fails, the buyer is responsible for all uncovered repair costs, including the rental rate while the lift is being repaired.

Training

Buyers must properly train their workers on how to safely handle propane fuel because the fuel tanks must be replaced frequently and may present safety risks if used or stored incorrectly.

Unforeseen

Downtime

Should the aerial lift have any malfunctions or technical issues that affect its performance or jeopardize the safety of operating personnel, the machine will need to be shut down and repaired. This downtime results in unplanned maintenance and reduced inefficiency, driving up the total cost of ownership.

Vendor & Supply Chain Analysis

Buyers may choose between large national providers and smaller vendors that operate on a regional level. Buyers' ability to negotiate is relatively strong, as they typically have several vendors and vendor types to choose from due to the market's moderate level of market share concentration.

Suppliers of aerial lift rental face a high degree of supply chain risk, primarily due to their reliance on machinery and equipment manufacturers and wholesalers that depend heavily on steel as a key input. This risk is further heightened by tariffs on imported steel and equipment, which can disrupt supply and increase overall costs.

Buyers should note that bankruptcy risk among vendors is moderate. Buyers can generally expect to be secure in negotiating long-term rental contracts, but it is imperative that they thoroughly assess the supplier’s financial standing prior to securing the contract.

This market has a medium ESG level primarily due to the increasing adoption of energy-efficient and electric-based aerial lifts that may be manufactured in part with recycled materials. However, traditional gas-powered lifts continue to dominate the market due to their superior lifting capacity.

The United States is a net importer of aerial lift rentals. This may provide greater market competition, placing pressure on domestic rental companies to lower their prices.
