Warning Trends

Tariffs to negatively impact the building and construction machinery sector

  • In April 2025, the United States implemented a blanket tariff of 10.0% on all US imports of foreign goods and a 25.0% tariff on goods from Mexico and Canada not compliant with the U.S.-Mexico-Canada Agreement. On May 28th, the U.S. Court of International Trade issued a ruling halting many of the tariffs levied by the Trump administration. This ruling has been appealed, and the tariffs will remain in effect pending further judicial decisions. This ruling does not apply to steel, aluminum, and automobile tariffs issued under Section 232. Additionally, tariffs could be reissued under a variety of other sections of U.S. trade law. As such, ProcurementIQ will continue to monitor and update analysis as new information becomes available.
  • On May 12th, the US and China reached an agreement to reduce the baseline tariff rate from 145.0% to 30.0% on most goods. Other large sources for imports of building and construction machinery, like Japan, South Korea, and Germany, may face higher tariffs; as of April 9, a 90-day pause on reciprocal tariffs is in place.
  • According to a survey from Construction Equipment Magazine in April 2025, around half of the respondents reported that the higher tariffs would increase operating costs by up to 15.0%, and more than half said they plan to pass those increases along to buyers. On June 4th, the United States raised tariffs on steel and aluminum tariff to 50.0%, which will increase the cost of raw materials, leading to higher costs for manufactured building and construction machinery. According to The Budget Lab at Yale, the additional tariffs on imports will increase overall prices for machinery and equipment from 3.1% to 6.4%.
  • As many building and construction machinery brands source parts and components such as steel, engines, and electronics from foreign countries, higher tariff rates will put upward pressure on prices and lead to higher rental rates as manufacturers and dealers pass on costs. In addition, suppliers that source parts from tariff-affected regions may see supply chain disruptions as they seek alternative suppliers to mitigate tariff impacts.
  • Japan, one of the largest sources of building and construction machinery imports, will now face a flat 10.0% tariff, negatively impacting US buyers. As a result, major suppliers in these markets, such as Hitachi, Komatsu, Kubota, Sumitomo, Kawasaki, and Toyota, will face obstacles to competition in the US market.

Vendor & Supply Chain Analysis

The average vendor risk in the market is moderate, primarily due to the prominence of small, private vendors. As a result, buyers are at some risk of suppliers defaulting on their contractual agreements.

Market share concentration for epoxy application services is low, as the top suppliers account for about 20.0% of the total market share. Epoxy coatings can be used on a wide variety of substrates, from floors and walls to bridges and sewage tanks; as a result, there is a significant number of suppliers vying for a share of a multi-billion-dollar market.

The supply chain risk for epoxy application services is moderate. Commoditized inputs like epoxy resins promote some volatility in the supply chain because prices of these coatings depend on fluctuations in the price of crude oil; as a result, suppliers pass down cost hikes to buyers in the form of higher service rates.

As a net exporter in the epoxy application services market, US buyers' procurement strategies are influenced by the advantage of having domestic suppliers and a surplus of goods to sell. This aids buyer power and gives buyers more leverage and bargaining power because they will have a wider pool of sellers to choose from, potentially leading to increased competition among suppliers, favorable pricing options, and better negotiation terms.
