Warning Trends

Laboratory and measurement equipment face price hikes as tariffs affect key importers

  • On April 9th, the Trump Administration announced a 90-day pause on the previously implemented country-specific tariffs and implemented a blanket 10.0% tariff rate on all imports in the interim. Additionally, the administration announced on May 12th that the tariff rate on most Chinese imports would be reduced from 145.0% to 30.0%. On May 28th, the U.S. Court of International Trade issued a ruling halting many of the tariffs levied by the Trump administration. This ruling has been appealed, and the tariffs will remain in effect pending further judicial decisions. This ruling does not apply to steel, aluminum, and automobile tariffs issued under Section 232. Additionally, tariffs could be reissued under a variety of other sections of U.S. trade law. As such, ProcurementIQ will continue to monitor and update analysis as new information becomes available.
  • In the laboratory and measurement equipment market, a significant portion of inputs and finished goods and inputs are imported from Canada, China, Germany, Japan, and Mexico. In 2024, imports of these goods totaled more than $122 billion, and imports of metal, electronic, and plastic inputs reached more than $500 billion.
  • These tariff increases will substantially increase the average cost of laboratory and measurement equipment in US markets, with the Yale Budget Lab currently projecting 12.3%, 6.4%, and 4.5% price increases for metals, plastics, and electronics, all key inputs in laboratory and measuring equipment.

Russian invasion of Ukraine is putting additional strain on US chip supply

  • Until recently, the United States sourced nearly all of its neon gas (an essential material in the laser imprinting process to produce semiconductors) from Ukrainian and Russian producers. Previous conflicts between the two nations, specifically related to the Crimea conflict in 2014, resulted in a nearly 600.0% increase in the price of neon.
  • The Russian Ministry of Industry and Trade announced in early June that it would be limiting neon gas exports as part of its sanctions against countries it views as unfriendly. This move will add to lead times and prices for neon.
  • Downstream semiconductor manufacturers keep stockpiles of neon gas that have allowed them to continue manufacturing chips, though it is unknown how long these stockpiles will last. Semiconductor manufacturers will likely pay higher prices for neon gas outside Ukraine as global supplies dwindle.

Cost Analysis - Total Cost of Ownership for Ultrasonic Test Equipment

Total cost of ownership is High in the Ultrasonic Test Equipment market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs. For example, unforeseen costs in the form of Obsolescence may raise the total cost of ownership unexpectedly.

Negotiated Before

Customization

Buyers may customize their ultrasonic test equipment to enhance its accuracy, range, size, or performance. Additional product features would increase the total cost of ownership.

Billed During

Maintenance

Ultrasonic test devices are costly and require maintenance and repair services during their entire useful lives. The cost of maintenance varies depending on the type and make of the product.

Training

Ultrasonic test devices also require skilled labor on the buyer’s side, which comes at a cost because fees are paid for worker training and NDT certifications. However, labor costs can help reduce ownership costs, such as calibration, because workers can be trained to care for the devices.

Software

Suppliers will often issue software upgrades for devices or computers interfacing with ultrasonic testing devices, which can come at a cost depending on the supplier and the type of contract a buyer has. Buyers may be able to limit purchases of software upgrades if satisfied with the device's performance.

Spare Parts

The most significant hidden cost for ultrasonic test devices involves related goods necessary for the operation of the equipment. Ultrasonic testing requires a couplant to transmit sound waves effectively, which is a disposable good, and the replacement of transducers and different attachments, which become worn down, broken, or lost in the field.

Unforeseen

Obsolescence

Improvements in portable wave generation devices, called guided wave testing (GWT), will help buyers gain access to highly accurate, easy-to-use ultrasonic test devices that do not require a coupling agent, which could eliminate this additional cost for buyers.

Vendor & Supply Chain Analysis

Average vendor risk is low among suppliers of ultrasonic test equipment, limiting the risk of supplier disruption. Large suppliers benefit from brand recognition and higher-value products, and small suppliers usually offer a variety of different products, ensuring stability.

The ultrasonic test equipment market has low market share concentration, with the top four suppliers occupying less than 30.0%, which encourages price competition. The two top suppliers in the market are Baker Hughes and Olympus, with Eddyfi NDT increasingly accruing market share as well.

Supply chain risk for ultrasonic test equipment is moderate, which harms buyer power. Ultrasonic test equipment production requires different materials, such as electronic parts and plastic products, which have exhibited significant volatility in the past few years, causing increased uncertainty in the supply chain.

The United States is a net exporter of physical analysis equipment, meaning it exports more than it imports of these products. While buyers benefit from a reliable domestic base of suppliers, lower import penetration enables domestic suppliers to lift their prices amid dampening competition from low-cost countries.
