Summary

Floor polishers are industrial appliances that use a rotating base with an attached pad or brush to clean or smooth a floor's surface. Products are available as low-speed, high-speed and multispeed models. Moreover, polishers have varying levels of automation, ranging from models that have to be manually pushed to those that the operator can ride on. Key suppliers include manufacturers and janitorial supply wholesalers. Key buyers are educational facilities, hospitals, janitorial service providers, and government agencies. Household floor polishers, vacuums, carpet shampooers, and industrial power sanders are excluded from this report.

Warning Trends

Public sector demand slumps as the government enters shutdown

  • On October 1, the US federal government entered a shutdown after negotiations for a new appropriations bill failed.
  • During a government shutdown, essential federal government operations, such as law enforcement, air-traffic control, and social security, persist, while nonessential operations are paused and workers involved in these operations are furloughed. Thus, the current shutdown is expected to result in 750,000 federal workers being furloughed, representing a $400 million reduction in daily expenditure by the federal government.
  • This significant reduction in federal spending and operations will affect the entire US economy, weakening aggregate demand and slowing economic growth. For example, the 35-day government shutdown in Q1, 2019, reduced aggregate demand in both the public and private sectors, resulting in a 0.2% reduction in GDP growth that quarter.
  • The effects of the shutdown are likely to be most acute in markets where the public sector is a major buyer segment, weakening demand and increasing average vendor risk by destabilizing important revenue streams.
  • As negotiations for a new appropriations bill to reopen the government remain ongoing, ProcurementIQ will continue to monitor the situation and update this story with the latest information.

Tariffs could negatively impact the cleaning equipment and supplies sector

  • The Trump Administration’s reciprocal tariffs, which apply general tariff rate increases to most leading US trade partners, are set to take effect on August 7, after the administration finalized the rates on August 1.
  • According to CleanLink, increases in tariffs are expected to impact the cleaning equipment and supplies industry by raising the cost of manufacturing and, thus, the price of products. The tariff increase could also spark supply-chain disruptions, which could further put upward pressure on pricing if goods are in limited supply.
  • China, a major exporter to the United States of many products in the cleaning equipment and supplies industry, faces a base tariff of 54.0%. Likewise, Germany, a major exporter of chemicals and cleaning products, and the rest of the European Union face a 15.0% tariff, which will raise the cost of imported cleaning supplies and manufacturers' operating costs, putting upward pressure on market prices.
  • Canada and Mexico, major sources for a variety of cleaning equipment and supplies, will now face 35.0% and 25.0% tariff rates, respectively, for exports to the United States. These tariffs will make it more difficult for Mexican and Canadian suppliers to compete in the US market, driving up domestic prices and pressuring supply chains.

United States announces new tariffs on all imported steel

  • In February 2025, the United States announced 25.0% tariffs on all imported steel with no exemptions or exceptions. The tariffs took effect on March 12, 2025. On June 4th, these tariffs were increased further to 50%. These tariffs were not impacted by a recent court decision that temporarily suspended duties on certain goods as they were implemented under Section 232 of the Trade Expansion Act.
  • Previously, countries such as Canada, Mexico, and Brazil, the top exporters of steel to the United States, had exemptions from tariffs. These have now been removed and all imported steel, regardless of origin, will be subject to the 50.0% tariff. However, on May 8th, the US announced an agreement with the United Kingdom to remove all levies on steel exported from the UK.
  • When tariffs on steel imports were introduced in March 2018, they contributed to an increase in the price of steel and steel products. According to the Bureau of Labor Statistics, the price of steel-milled products increased by 10.2% in the year after the tariffs were implemented. This market heavily relies on steel as an input and may be impacted by this policy.

Cost Analysis - Total Cost of Ownership for Floor Polishers

Total cost of ownership is Medium in the Floor Polishers market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs. For example, unforeseen costs in the form of Downtime may raise the total cost of ownership unexpectedly.

Billed During

Additional Fees

Additional fees include the cost of running and operating the equipment. While slower devices generally run on electricity, faster devices can require propane.

Labor

While floor polishers vary in their level of automation, they all require some degree of human operation. As such, buyers need to employ janitorial services when purchasing a floor polisher.

Spare Parts

Buyers also incur costs associated with purchasing the attachment pads. The amount buyers are compelled to spend on attachment pads varies depending on the variety of surfaces and jobs they wish to carry out with their floor polisher.

Training

If the buyers' staff is unfamiliar with operating floor polishers, additional training costs may be necessary to ensure proper usage.

Unforeseen

Downtime

Downtime costs are the potential loss of productivity or revenue due to the floor polisher being out of service for maintenance or repair. Buyers should factor in the lost productivity or revenue cost during this time.

Vendor & Supply Chain Analysis

Overall, vendor risk is low because vendors generally supply a wide range of industrial and janitorial equipment, resulting in a diverse pool of downstream buyers.

The top four suppliers in this market account for less than 15.0% of market revenue, indicating a low market share concentration.

There is a slightly elevated supply chain risk in this market due to tariff changes on the price of steel, a key component in floor polisher manufacturing. However, these shifts have not significantly affected suppliers' operations.

The United States is a net importer of floor polishers, as it imports more polishers than it exports. This adds risk for buyers as trade policies and currency exchange rates can affect the supply and price of floor polishers entering the market.

Managing vendor performance throughout the contract period is easier when tracking specific key performance indicators (KPIs). For example, buyers should monitor Defect Density and Mean Time to Failure (MTTF). Buyers may experience better performance throughout their contracts if they establish service level agreements (SLAs) based on Warranties and other factors.

KPI Level of Importance (1-5) Measurements Key Considerations
Defect Density

Number of defective units

Number of units

The defect density represents the share of defective products a company produces.

Defect density is important because operating defective units could violate OSHA regulations.

Mean Time to Failure (MTTF)
