Warning Trends

Public sector demand slumps as the government enters shutdown

  • On October 1, the US federal government entered a shutdown after negotiations for a new appropriations bill failed.
  • During a government shutdown, essential federal government operations, such as law enforcement, air-traffic control, and social security, persist, while nonessential operations are paused and workers involved in these operations are furloughed. Thus, the current shutdown is expected to result in 750,000 federal workers being furloughed, representing a $400 million reduction in daily expenditure by the federal government.
  • This significant reduction in federal spending and operations will affect the entire US economy, weakening aggregate demand and slowing economic growth. For example, the 35-day government shutdown in Q1, 2019, reduced aggregate demand in both the public and private sectors, resulting in a 0.2% reduction in GDP growth that quarter.
  • The effects of the shutdown are likely to be most acute in markets where the public sector is a major buyer segment, weakening demand and increasing average vendor risk by destabilizing important revenue streams.
  • As negotiations for a new appropriations bill to reopen the government remain ongoing, ProcurementIQ will continue to monitor the situation and update this story with the latest information.

Manufacturing component prices to rise in response to elevated tariffs

  • The Trump administration’s reciprocal tariffs, which apply broad tariffs to all imports from most nations, are set to take effect on August 7 after the rates were finalized on August 1.
  • However, these tariff increases exempt steel and aluminum products, which already face a flat tariff rate of 50.0% regardless of source country, except for the United Kingdom, as of mid-June.
  • The tariffs on steel and aluminum are set to increase domestic prices for these metals by 37.6%, translating to similar price increases for manufacturing components made from these materials, such as springs, non-electric wire and cable, or fasteners.
  • Nonmetallic manufacturing components, such as those made from plastic and other materials, are likely to see significant price increases when the reciprocal tariffs go into effect, with the Yale Budget Lab projecting an 11.0% average price increase for plastic and rubber goods.
  • As tariff policy continues to evolve, this story will be continuously updated to reflect the impacts.

United States announces new tariffs on all imported steel

  • In February 2025, the United States announced 25.0% tariffs on all imported steel with no exemptions or exceptions. The tariffs took effect on March 12, 2025. On June 4th, these tariffs were increased further to 50%. These tariffs were not impacted by a recent court decision that temporarily suspended duties on certain goods as they were implemented under Section 232 of the Trade Expansion Act.
  • Previously, countries such as Canada, Mexico, and Brazil, the top exporters of steel to the United States, had exemptions from tariffs. These have now been removed and all imported steel, regardless of origin, will be subject to the 50.0% tariff. However, on May 8th, the US announced an agreement with the United Kingdom to remove all levies on steel exported from the UK.
  • When tariffs on steel imports were introduced in March 2018, they contributed to an increase in the price of steel and steel products. According to the Bureau of Labor Statistics, the price of steel-milled products increased by 10.2% in the year after the tariffs were implemented. This market heavily relies on steel as an input and may be impacted by this policy.

Cost Analysis - Total Cost of Ownership for Security Wire Fencing

Total cost of ownership is High in the Security Wire Fencing market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs. For example, unforeseen costs in the form of Wage Inflation may raise the total cost of ownership unexpectedly.

Negotiated Before

Installation

Installation requires several different tools, including shovels, fence posts, wire stretchers, fence staples, nails, and gloves. Larger areas require more of these and other tools that further drive up installation costs.

Unforeseen

Wage Inflation

Rising labor costs, driven by shortages of skilled and unskilled workers, have increased installation expenses, as contractors raise wages to attract and retain talent. Additionally, compliance with prevailing wage laws in regions like California can further elevate labor costs, sometimes by up to 40.0%, making security fencing projects notably more expensive.

Vendor & Supply Chain Analysis

Low market share concentration reflects the standardized nature of security wire fencing, which is mass-produced for a broad array of different fencing applications. As such, barriers to entry are low for supplying security wire fencing, which enables more suppliers to enter the market and increases price competition among suppliers.

The price of steel has been fluctuating significantly during the past three years and especially since the start of the coronavirus pandemic, which has threatened first and second-tier vendors with increased bankruptcy risk.

The majority of supply chain risk stems from steel supply fluctuations and volatility in input prices. Many upstream suppliers in this market face serious financial risks due to their reliance on steel as a key input.

As the United States is a net importer of chain-link fencing, buyers have greater access to competitive goods that may have lower prices or unique features. However, recent tariffs on imported steel and aluminum have increased costs, reducing the price advantage of foreign fencing materials.

Security Wire Fencing RFP Guidelines

What should my RFP include?

Organizational Overview

Buyers should describe the size of their organization and some information about their operations.

Buyers should specify their location, the purpose of the fencing, and the type of environment in that which fencing will be placed in.

Statement Of Need

Buyers should include as much information as possible about the scope of the required services. Relevant information would be dimensions of the fenced area, terrain, gate requirements and any other related fencing needs.

Buyers should include specifics about the type of fencing required including size, gauge, barb placement, barb points, material composition, and fencing type.

Project Budget

Buyers should include as much information about the total scope of the project as possible. If buyers have a budget in mind, this should be included in the proposal so the service providers can create estimates based on this amount.

Buyers should include information about the payment schedule (i.e. if it is incremental or done at the completion of the project).
