Warning Trends

Public sector demand slumps as the government enters shutdown

  • On October 1, the US federal government entered a shutdown after negotiations for a new appropriations bill failed.
  • During a government shutdown, essential federal government operations, such as law enforcement, air-traffic control, and social security, persist, while nonessential operations are paused and workers involved in these operations are furloughed. Thus, the current shutdown is expected to result in 750,000 federal workers being furloughed, representing a $400 million reduction in daily expenditure by the federal government.
  • This significant reduction in federal spending and operations will affect the entire US economy, weakening aggregate demand and slowing economic growth. For example, the 35-day government shutdown in Q1, 2019, reduced aggregate demand in both the public and private sectors, resulting in a 0.2% reduction in GDP growth that quarter.
  • The effects of the shutdown are likely to be most acute in markets where the public sector is a major buyer segment, weakening demand and increasing average vendor risk by destabilizing important revenue streams.
  • As negotiations for a new appropriations bill to reopen the government remain ongoing, ProcurementIQ will continue to monitor the situation and update this story with the latest information.

Elevated Tariffs are increasing prices for law enforcement, security, and safety equipment

  • The Trump administration’s reciprocal tariffs, which place broad tariffs on all imports from most US trade partners, are set to take effect on August 7 after the tariff rates were finalized on August 1.
  • As a result, all foreign suppliers in law enforcement, security, and safety equipment will face significantly increased costs when selling products to US buyers, and domestic manufacturers of these goods will face higher costs when sourcing key inputs for these products.
  • Countries such as China, Germany, Mexico, Thailand, and Vietnam are leading sources of imports in this sector, providing high quantities of goods such as safes, locks, security cameras, security systems, and personal protective equipment. Starting August 7, imports from China, Germany, Mexico, Thailand, and Vietnam will be subject to tariff rates of 54.0%, 15.0%, 25.0%, 20.0%, and 19.0% respectively.
  • Elevated tariffs are likely to impact pricing and supply chains in this industry due to the United States’ reliance on imported manufactured goods, which gives foreign suppliers the leverage to pass through the costs of tariffs to buyers and domestic suppliers the leverage to raise prices.
  • Consequently, the Yale Budget Lab projects a 39.2% average increase in metal product prices, impacting products such as security gates and safes. Electronic security devices, such as cameras or metal detectors, are projected to rise by 18.7% in price. In the personal protective equipment market, prices are forecast to rise by between 11.0% and 37.5%, depending on the type of equipment and materials used to make it.

United States announces new tariffs on all imported aluminum

  • In February 2025, the United States announced 25.0% tariffs on all imported aluminum with no exemptions or exceptions. The tariffs took effect on March 12, 2025. On June 4th, these tariffs were increased further to 50%. These tariffs were not impacted by a recent court decision that temporarily suspended duties on certain goods as they were implemented under Section 232 of the Trade Expansion Act.
  • Previously, countries such as Canada and Mexico, two of the top exporters of aluminum to the United States, had exemptions from tariffs and the rate was only 10.0%. These have now been removed and all imported aluminum, regardless of origin, will be subject to the 50.0% tariff.
  • When tariffs on imported aluminum were implemented in March 2018, aluminum prices rose modestly. According to the Bureau of Labor Statistics (BLS), prices rose 1.2% in the year after the tariffs were introduced. Because this market relies on aluminum as an input, it may be impacted by this policy.

Cost Analysis - Total Cost of Ownership for Security Metal Detectors

Total cost of ownership is Medium in the Security Metal Detectors market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs.

Negotiated Before

Pre-evaluation

Buyers will first take on an acquisition cost when identifying, selecting, ordering and receiving the security metal detectors. This process may take time and require the buyer to carefully research which security metal detector suits the businesses’ needs the best.

Implementation

Next, the buyer will have a reconfiguration and setup cost when configuring the space where the security metal detector will go. This cost also includes transporting, installing and setting up the product efficiently and effectively.

Financing

Finally, the buyer will have financing costs, which may require down payments or loans. Given significant product acquisition costs, many suppliers offer various financing options if the buyer meets the minimum requirements to qualify.

Billed During

Training

Furthermore, after setting up the new security metal detector, the buyer must hire security officers to operate the equipment. Depending on how long and how often the security metal detector is in use, the buyer might incur high labor costs associated with personnel training.

Utilities

Operating costs will add energy costs as well as servicing and repair services onto the total cost of ownership.

Warranties

The buyer should ensure the warranty covers labor and parts to avoid further costs. Additionally, the buyer should understand whom to contact when a repair is necessary, as a broken security metal detector may create delays and security issues during busy periods when large crowds need to go through a security checkpoint.

Vendor & Supply Chain Analysis

The supply chain for security metal detectors carries a moderate level of risk. Supply chain risk is primarily associated with the availability and prices of key inputs that go into the production of detectors, such as metals, plastic materials and semiconductors.

The security metal detector market exhibits a low level of market share concentration, with the top four suppliers, OSI Systems, Smiths Group, L3Harris Technologies and WW Grainger, accounting for less than 30.0% of total market revenue. This enhances buyer power through increased competition between vendors.

The security metal detector market features a low level of average vendor risk. Buyers face minimal risk of business disruptions due to poor vendor financial health.

The United States is a net importer of security metal detectors, importing more than it exports. While the availability of imports promotes price competition, buyers importing security metal detectors should weigh higher shipping costs and longer delivery times against any potential cost savings.

Security Metal Detectors RFP Guidelines

What should my RFP include?

Organizational Overview

Buyers should describe the size of their organization and provide information about their operations.

Buyers should include information about their organization type, such as if they are a school, stadium, government building or airport.

Statement Of Need

Buyers should include as much information as possible about the scope of the required services. Relevant information would be an estimate of the number of units required, type of detectors, number of zones, desired end use, a list of suitable manufacturers and if installation is needed as well.

Buyers should include a full list of required security products needed, because many vendors offer a range of related products.

Project Budget

Buyers should include as much information as possible about the total scope of the project. If buyers require an exact number of metal detectors, this should be specified here.

Buyers should include information about the payment schedule (i.e. if it is incremental or done upon receiving the goods).
