Steel Framing Services Global Overview

Definition

Summary

Steel framing services refer to constructing and installing structural frames made of steel. Steel framing contractors install steel and precast concrete to produce structural elements, building exteriors, and elevator fronts. These services are an integral part of nonresidential construction activities used to create a skeleton frame to support the roof, walls, and floors of a building. Steel framing services are also procured for residential, highway, and bridge construction projects. Key buyers include construction companies, general contractors, developers, architects, and government entities.

Warning Trends

Public sector demand slumps as the government enters shutdown

  • On October 1, the US federal government entered a shutdown after negotiations for a new appropriations bill failed.
  • During a government shutdown, essential federal government operations, such as law enforcement, air-traffic control, and social security, persist, while nonessential operations are paused and workers involved in these operations are furloughed. Thus, the current shutdown is expected to result in 750,000 federal workers being furloughed, representing a $400 million reduction in daily expenditure by the federal government.
  • This significant reduction in federal spending and operations will affect the entire US economy, weakening aggregate demand and slowing economic growth. For example, the 35-day government shutdown in Q1, 2019, reduced aggregate demand in both the public and private sectors, resulting in a 0.2% reduction in GDP growth that quarter.
  • The effects of the shutdown are likely to be most acute in markets where the public sector is a major buyer segment, weakening demand and increasing average vendor risk by destabilizing important revenue streams.
  • As negotiations for a new appropriations bill to reopen the government remain ongoing, ProcurementIQ will continue to monitor the situation and update this story with the latest information.

Tariffs to negatively impact the building and construction machinery sector

  • The Trump Administration’s reciprocal tariffs, which apply general tariff rate increases to most countries the United States trades with, are set to take effect on August 7, after the administration finalized the national rates on August 1. As a result, leading sources of imported construction machinery face significantly higher tariff rates, including Japan (15.0%), Mexico (25.0%), South Korea (15.0%), the European Union (15.0%), the United Kingdom (10.0%), China (54.0%), and Canada (35.0%).
  • The increase in tariffs on building and construction machinery imported from tariff-impacted countries will add to the price of imports, which are typically passed on to buyers in the form of higher prices. According to The Budget Lab at Yale, the additional tariffs on imports will increase overall prices for machinery and equipment by 13.3%.
  • Additionally, the administration has already implemented 50.0% tariffs on all aluminum and steel imported into the United States, with the sole exception of imports from the United Kingdom. These tariffs will increase input costs even for construction machinery suppliers with domestic manufacturing operations.
  • According to an April 2025 survey from Construction Equipment Magazine, around half of the respondents reported that the higher tariffs will increase operating costs by up to 15.0%, and more than half said they plan to pass those increases along to buyers.
  • As many building and construction machinery brands source parts and components such as steel, engines, and electronics from foreign countries, higher tariff rates will put upward pressure on prices and lead to greater rental rates as manufacturers and dealers pass on costs. In addition, suppliers that source parts from tariff-affected regions may see supply chain disruptions as they seek alternative suppliers to mitigate tariff impacts.

United States announces new tariffs on all imported steel

  • In February 2025, the United States announced 25.0% tariffs on all imported steel with no exemptions or exceptions. The tariffs took effect on March 12, 2025. On June 4th, these tariffs were increased further to 50%. These tariffs were not impacted by a recent court decision that temporarily suspended duties on certain goods as they were implemented under Section 232 of the Trade Expansion Act.
  • Previously, countries such as Canada, Mexico, and Brazil, the top exporters of steel to the United States, had exemptions from tariffs. These have now been removed and all imported steel, regardless of origin, will be subject to the 50.0% tariff. However, on May 8th, the US announced an agreement with the United Kingdom to remove all levies on steel exported from the UK.
  • When tariffs on steel imports were introduced in March 2018, they contributed to an increase in the price of steel and steel products. According to the Bureau of Labor Statistics, the price of steel-milled products increased by 10.2% in the year after the tariffs were implemented. This market heavily relies on steel as an input and may be impacted by this policy.

Total cost of ownership is Low in the Steel Framing Services market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs. For example, unforeseen costs in the form of Scope Changes may raise the total cost of ownership unexpectedly.

Negotiated Before

Transportation

Buyers can incur additional charges when services are rendered outside a determined distance from the supplier due to the increased cost of transporting machinery and materials.

Billed During

Additional Fees

There are typically few additional fees associated with steel framing services. Time and materials agreements typically lay out the cost of most items beforehand, though these may change over the course of a project.

Compliance

Buyers may need to pay for unexpected permitting associated with parking trucks or inspections, if required by local or state governments.

Unforeseen

Scope Changes

If buyers require additional framing services beyond the initial agreement, vendors are likely to increase the price of the project under the time and materials model.

Vendor & Supply Chain Analysis

Vendors face a moderate level of financial risk in the steel framing services market. Vendors are vulnerable to dips in demand for market services when residential construction slows, but face little competition from substitutes.

Market share concentration is highly fragmented in the steel framing services market. Suppliers face strong competition from other vendors and are therefore more willing to negotiate on price and contract conditions.

Supply chain risk in the steel framing services market is high. Suppliers face high price volatility from steel markets but lower supply chain risk when renting heavy machinery.

As a net importer in the steel framing services market, US buyers' procurement strategies may be influenced by cost considerations and international competition, and will need to carefully evaluate pricing options and potentially seek out more cost-effective solutions. Being a net importer can restrict buyer power and reduce their ability to dictate terms and conditions in procurement transactions, and will have less control over pricing, quality, and availability of the goods or services they need.
