Warning Trends

Public sector demand slumps as the government enters shutdown

  • On October 1, the US federal government entered a shutdown after negotiations for a new appropriations bill failed.
  • During a government shutdown, essential federal government operations, such as law enforcement, air-traffic control, and social security, persist, while nonessential operations are paused and workers involved in these operations are furloughed. Thus, the current shutdown is expected to result in 750,000 federal workers being furloughed, representing a $400 million reduction in daily expenditure by the federal government.
  • This significant reduction in federal spending and operations will affect the entire US economy, weakening aggregate demand and slowing economic growth. For example, the 35-day government shutdown in Q1, 2019, reduced aggregate demand in both the public and private sectors, resulting in a 0.2% reduction in GDP growth that quarter.
  • The effects of the shutdown are likely to be most acute in markets where the public sector is a major buyer segment, weakening demand and increasing average vendor risk by destabilizing important revenue streams.
  • As negotiations for a new appropriations bill to reopen the government remain ongoing, ProcurementIQ will continue to monitor the situation and update this story with the latest information.

Russian invasion of Ukraine is putting additional strain on US chip supply

  • Until recently, the United States sourced nearly all of its neon gas (an essential material in the laser imprinting process to produce semiconductors) from Ukrainian and Russian producers. Previous conflicts between the two nations, specifically related to the Crimea conflict in 2014, resulted in a nearly 600.0% increase in the price of neon.
  • The Russian Ministry of Industry and Trade announced in early June that it would be limiting neon gas exports as part of its sanctions against countries it views as unfriendly. This move will add to lead times and prices for neon.
  • Downstream semiconductor manufacturers keep stockpiles of neon gas that have allowed them to continue manufacturing chips, though it is unknown how long these stockpiles will last. Semiconductor manufacturers will likely pay higher prices for neon gas outside Ukraine as global supplies dwindle.
  • Micron plans to build largest microchip production complex in US history.

Cost Analysis - Total Cost of Ownership for Video Management Software

Total cost of ownership is Low in the Video Management Software market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs. For example, unforeseen costs in the form of Obsolescence may raise the total cost of ownership unexpectedly.

Negotiated Before

Customization

Video management software is often customized to meet the needs of the buyer. Buyers should expect to pay for custom options up front, as well as during the life of the agreement, should the buyer desire additional custom features.

Implementation

Buyers will need to pay for costs related to the software implementation, such as testing, configuring, and integrating the system into the firm.

Billed During

Upgrades

Software suppliers are constantly improving their products and rolling out new or updated modules and functionalities. Buyers of video management software should prepare to pay hefty upgrade fees each year in order to utilize new features.

Support

The cost of support services will be an essential expense throughout the life of the software. Although buyers will rarely pay out of pocket for support costs, the costs or providing support will likely be incorporated into the software package itself, and may even be priced separately (e.g., a separate charge to facilitate access to real-time support).

Unforeseen

Obsolescence

Video management software is prone to obsolescence and quickly becomes outdated. Buyers must prepare to replace outdated software in the event that the supplier forces a transition to a new product with more or higher-quality features.

Vendor & Supply Chain Analysis

There is a low level of market share concentration in the market for VM software. With low barriers to entry, a large number of vendors are able to participate, thereby providing buyers with more negotiating power as suppliers compete heavily on the basis of price.

Low supply chain risk, high competition, and a low level of substitutes contribute to a low vendor financial risk. Vendors can operate in a market with low risks and increasing demand for software products which increases the value of this market and ensures revenue for employers.

Supply chain risk is low as software providers do not depend on any critical material inputs to develop and distribute their software solutions. Low supply chain risk is good for buyers as they will not have to worry about supply chain disruptions that may cause large market price fluctuations.

The United States is a net importer of computers, meaning it imports more computers than it exports. While lower manufacturing costs abroad drive down prices for imported computers, relying on imports can lead to potential shortages or price increases if there are supply chain disruptions due to geopolitical tensions, trade disputes, or global crises.
