California enacts pay transparency law

  • In late September 2022, California governor Gavin Newsom signed a new law promoting pay transparency and pay scale disclosure. The law will go into effect on January 1, 2023.
  • The law mandates that California employers with 15 or more employees include the pay scale for a position's job posting, regardless of the posting being on the employer's website or a third party job board. Employers are exempt from punishment upon the first violation of the law, but thereafter may face civil penalties up to $10,000.

Positive Trends

Job postings decrease by 4% year-over-year in September

  • The Monster Employment Index showed a 4% year-over-year decline in job postings for September, with the largest decreases in industries such as media and entertainment, home appliances, shipping and marine, IT, and BPO/ITES. On the other hand, the proliferation of 5G services has led to increased job postings for the telecom industry.

Vendor & Supply Chain Analysis

Top suppliers in the market benefit from high profit margins and stable demand from a wide variety of businesses, however, high barriers to entry and lower profit margins for smaller suppliers results in a moderate level of vendor risk on average. Moderate vendor risk may increase the risk that buyers will lose access to their chosen supplier.

High market share concentration harms buyers because it allows market leaders to gain greater pricing power. In turn, buyers face significant difficulty negotiating lower prices with top suppliers.

Supply chain risk for job posting services is low because suppliers do not need to regularly purchase any physical inputs in order to provide market services. Low supply chain risk supports buyer power by minimizing the risk that buyers will be exposed to service disruptions or price spikes.

The United States is a net importer of computers, meaning it imports more computers than it exports. While lower manufacturing costs abroad drive down prices for imported computers, relying on imports can lead to potential shortages or price increases if there are supply chain disruptions due to geopolitical tensions, trade disputes, or global crises
