Crude oil prices dip, but natural gas and fuel prices remain volatile in 2025

  • Oil prices have been falling with the introduction of higher tariffs and the predicted decline in global demand. The OPEC+ group of countries also announced they would be unwinding production cuts and increasing their collective output target for May by 411,000 barrels per day.
  • Trade wars, ongoing conflict between Hamas and Israel, and general unrest in the Middle East are causing uncertainty surrounding oil prices, which has led to volatility in prices. In the third week of May 2025, crude oil prices hit $63.67 per barrel, but volatility remains as geopolitical concerns remain.
  • Natural gas prices rallied early in 2025 with colder-than-usual temperatures in the United States and high demand, topping out at $4.68/MMBtu in March. Prices have since fallen with the onset of trade wars and weakening demand projections to $3.64/MMBtu in the third week of May 2025.
  • The national average of gasoline prices has been rising slightly due to refinery maintenance/outages and blending issues, hitting a national average of $3.15 per gallon in the third week of May 2025. However, gasoline futures have been volatile, falling due to fears of oversupply and deepening concerns about weakening demand with tariffs, but rising after trade deals.

GSA memo asks agencies to review consulting contracts

  • The General Services Administration (GSA) recently issued a memorandum asking government agencies to review their consulting contracts with the ten highest-paid firms. The ten firms are Accenture PLC (Accenture Federal Services), Booz Allen Hamilton Inc., CGI Group Inc. (CGI Federal), Deloitte Touche Tohmatsu (Deloitte Consulting), General Dynamics Corporation (General Dynamics IT), Guidehouse Inc., Huntington Ingalls Industries Inc. (HII Mission Technologies), International Business Machines Corporation (IBM), Leidos Holdings, Inc., and Science Applications International Corporation, Inc. (SAIC).
  • The memo states that agencies are strongly encouraged to cut non-essential consulting contracts, providing a list of those intended to be terminated by March 7, 2025. By April 19, 2025, agencies must submit their reviews of non-GSA consulting service contracts.
  • According to the GSA, the ten consulting firms identified are set to receive $65.0 billion in fees in 2025. The Department of Defense (DoD) has stated its intention to terminate or descope contracts non-essential to the DoD’s purposes; some of the largest market players with high-value DoD contracts include Booz Allen Hamilton, Deloitte, and Accenture.
  • According to the Government Accountability Office, in the fiscal year 2023, government agencies spent $478.0 billion on services, with the DoD accounting for $230.0 billion and non-defense agencies accounting for the rest. The DoD spent $21.3 billion on support, professional, and engineering and technical services, while non-defense agencies spent $21.4 billion on professional services, which includes consulting, training, and support services.
  • The Department of Veterans Affairs (VA) initially cancelled 875 contracts (amounting to around $2.0 billion) but has currently paused efforts. However, contract terminations across most agencies are expected to continue.

Inflation climbs above 3.0% for the first time in seven months

  • In January, the Consumer Price Index (CPI) 12-month inflation rate, the most commonly used measure of inflation, rose by 0.1% to 3.0%, the highest it has been since June 2024.
  • This uptick in inflation follows cuts to interest rates which may have added to consumer demand, fueling higher consumer prices.
  • Additionally, the threat of impending tariff hikes has driven preemptive stockpiling by importers, adding to demand and price growth across a range of industries in the United States.
  • While inflation is still low relative to previous years, sustained recent increases in inflation and the potential effects of tariffs, such as the recently implemented 10.0% on all Chinese goods, mean prices are still rising at a faster-than-normal pace.

Vendor & Supply Chain Analysis

On average, vendors have a moderate level of risk associated with them, indicating that buyers may experience some service disruptions due to issues such as financial instability among vendors.

Due to vendors' low reliance on key upstream inputs, supply chain risk in the market is low, providing buyers with the confidence that they will not face service disruptions stemming from supply chain issues.

The pace of regulatory change in the energy data management services market is slow. A lack of regulation combined with low barriers to entry allows a high number of suppliers to enter the market.

Consumption of renewable energy has reached a record high according to the Energy Information Administration (EIA), driving vendors to offer services that focus on helping buyer's increase their usage of renewables.

Vendors in the market regularly use computers to provide services. The United States is a net importer of computers, indicating a wide availability of computers to select from at a competitive price point as domestic producers compete with foreign vendors, helping keep operating costs low. Fortunately for buyers, the infrequency of computer purchases and the pause on tariffs for computers has led to a nominal direct impact on the market.

Procurement Management KPIs for the Energy Data Management Services Market

Managing vendor performance throughout the contract period is easier when tracking specific key performance indicators (KPIs). For example, buyers should monitor Defect Density and Employee Turnover Rate. Buyers may experience better performance throughout their contracts if they establish service level agreements (SLAs) based on Customer Service and other factors.

KPI Level of Importance (1-5) Measurements Key Considerations
Defect Density

Buyers should ask to see past projects they have worked on and inquire about the data they collected and used on past projects.

The number of inaccurate values divided by the total size of the dataset

Buyers should ensure vendors use clean and accurate data when performing their services. Inaccuracies in data collection and inputting may not maximize cost savings.

Defect density can be used as a measure of data quality by applying the formula for defect density to compare the number of inaccurate values to the total size of the data set. With this measure, 1 defect per 1,000 values is considered acceptable.

Employee Turnover Rate

Buyers can inquire with the vendor about their average turnover rate during negotiations.

Buyers can research employee satisfaction through the company’s page on Glassdoor if available.

Lower turnover rate among employees in the vendor’s organization can help with consistency in service quality, as new employees require a familiarization period with the buyer’s operations.
