The EU finalizes the Cyber Resilience Act

  • On September 15, 2022, the EU proposed the Cyber Resilience Act (CRA), which aims to increase the focus on cybersecurity throughout the development lifecycle of digital products, protecting consumers and businesses from increasingly dangerous cyber threats.
  • Other objectives include creating a coherent cybersecurity framework for producers to comply with, creating an obligation to secure products for the entire lifecycle of the products, as well as increasing the visibility of security properties in digital products.
  • The goal of the Act is to ultimately create hardware and software products that are more secure against cyberattacks. Fines can reach up to a maximum of €15 million or 2.5% of global turnover, whichever is the higher of the two.
  • On November 30, 2023, The European Commission, Council, and Parliament came to an agreement on the text of the Cyber Resilience Act and formally adopted the act on March 12, 2024.
  • The CRA will be rolled out through a phased transition plan during the second half of 2024. The majority of the provisions will be enforceable in 2027, three years after publication.

Vendor & Supply Chain Analysis

Average vendor risk is low because vendors in this market rely at least partially on software to provide their services, which reduces their production and distribution costs. Low average vendor risk means that there is little chance of a contracted vendor unexpectedly exiting the market.

Market share concentration is moderate in the fleet telematics systems market, which indicates that a few vendors command a significant share of market revenue. However, because no single vendor has price-setting power, this market remains competitive.

Supply chain risk in this market is moderate due mainly to exposure to unstable pricing and availability for computing components such as semiconductors. Tariff increases have heightened this risk, though only slightly, as physical telematics systems are often secondary to the software and data management platforms vendors in this market provide.

The market for fleet telematics systems exhibits a slow pace of regulatory change. A slow pace of regulatory change benefits buyers by reducing the likelihood of government interference in the market and buying process.

Because the United States is a net importer of telematics equipment, vendors have access to a broad, international base of suppliers for this equipment, limiting input costs and supply chain risk.

Procurement Management KPIs for the Fleet Telematics Systems Market

Managing vendor performance throughout the contract period is easier when tracking specific key performance indicators (KPIs). For example, buyers should monitor Average Time to Repair and IT Costs vs Revenue. Buyers may experience better performance throughout their contracts if they establish service level agreements (SLAs) based on Availability and other factors.

KPI Level of Importance (1-5) Measurements Key Considerations
Average Time to Repair

Average time from repair request to repair completion

Average downtime per repair

If the hardware used to collect and transmit telematics data is damaged or malfunctions, it is important that the hardware is promptly repaired.

Longer repair time will increase downtime, thus raising costs.

IT Costs vs Revenue

Fleet telematics system costs vs. revenue increases

IT costs as a percent of total revenue

Because fees for fleet telematics systems are typically categorized as IT expenses, buyers can compare changes in their IT costs as a result of purchasing fleet telematics systems with revenue increases over the same period.

Effective fleet telematics systems should result in revenue increases due to efficiency gains that exceeded their costs.
