Fleet Vehicle Leasing Global Overview

Definition

Summary

Suppliers lease cars, sport-utility vehicles (SUVs), vans, buses, and trucks (e.g., pickup trucks, box trucks, and semitrucks) through open-end and closed-end leases. Under an open-end lease, also known as a finance lease, the buyer purchases the leased vehicles after leasing for a short time, usually one year. Under a closed-end lease, also known as a walk-away lease, the buyer leases the vehicles for a fixed term and then returns them to the supplier. Buyers come from both the private and public sectors.

Warning Trends

Increased tariffs on copper imports take effect

  • On August 1, the Trump administration implemented 50.0% tariffs on imported copper. Chile and Canada will be most impacted by these tariffs, as they account for a combined 87.0% of all copper imports in the United States.
  • However, these tariffs are less sweeping than initially expected, only applying to semi-finished copper products, while excluding high-purity refined copper and copper input materials, such as ore and concentrate. As leading importers, such as Chile and Canada, have both high copper mining and refining capacities, they will likely avoid most of these tariffs by either exporting the copper in its unrefined form or refining the copper before exporting it to the United States
  • These copper tariff exemptions limit the impact on the electronics and electrical equipment sectors because these applications require refined copper due to its optimal conductive properties.
  • Thus, the prices of metal alloys that include copper, consumer products made from copper, tools, plumbing, corrosion-resistant alloys, and construction materials made from copper are forecast to rise by an average of 39.2%, according to the Yale Budget Lab.

Crude oil prices dip, but natural gas and fuel prices remain volatile in 2025

  • Oil prices have been falling with the introduction of higher tariffs and the predicted decline in global demand. The OPEC+ group of countries also announced they would be unwinding production cuts and increasing their collective output target for May by 411,000 barrels per day.
  • Trade wars, ongoing conflict between Hamas and Israel, and general unrest in the Middle East are causing uncertainty surrounding oil prices, which has led to volatility in prices. In the third week of May 2025, crude oil prices hit $63.67 per barrel, but volatility remains as geopolitical concerns remain.
  • Natural gas prices rallied early in 2025 with colder-than-usual temperatures in the United States and high demand, topping out at $4.68/MMBtu in March. Prices have since fallen with the onset of trade wars and weakening demand projections to $3.64/MMBtu in the third week of May 2025.
  • The national average of gasoline prices has been rising slightly due to refinery maintenance/outages and blending issues, hitting a national average of $3.15 per gallon in the third week of May 2025. However, gasoline futures have been volatile, falling due to fears of oversupply and deepening concerns about weakening demand with tariffs, but rising after trade deals.

Cost Analysis - Total Cost of Ownership for Fleet Vehicle Leasing

Total cost of ownership is Medium in the Fleet Vehicle Leasing market. The average cost of ownership differs depending on the contract but generally includes costs negotiated before the contract begins, costs billed during the contract period and unforeseen costs. For example, unforeseen costs in the form of Downtime may raise the total cost of ownership unexpectedly.

Negotiated Before

Financing

Buyers should negotiate their financing options prior to signing contracts with suppliers to make sure they are paying for the vehicles in the way that makes the most sense for their operations.

Billed During

Fuel

Buyers will have to purchase fuel during the operation of the vehicle's lifespan in order to allow them to function properly. Fuel charges may significantly increase the overall total cost of ownership given the recent extreme volatility in global oil markets.

Inspections

Vehicles will need to be inspected at the rate required by law in order to make sure that they are in safe, working condition. These inspections typically are charged per vehicle; however, for large fleets, some inspection agencies may perform multiple inspections for a lower rate.

Unforeseen

Downtime

Vehicle breakdowns can sometimes require significant time in the shop for maintenance, which can impact buyers' operations negatively.

Vendor & Supply Chain Analysis

Average vendor risk in the market is moderate; however, profit levels are high on average, which can protect buyers from unexpected service discontinuity.

Supply chain risk in the market is moderate, which can lead to sudden input cost spikes that increase overall market prices. This risk, however, is mostly absorbed by car leasing companies, which limits the amount felt by buyers.

Market share concentration is high as the four top suppliers account for up to 55.0% of total market revenue and, therefore, have power over pricing in the market. This diminishes buyers’ ability to negotiate on the basis of price.

The United States is a net importer of motor vehicles, meaning it imports more than it exports. US buyers seeking to import motor vehicles may need to assess international manufacturers' quality standards and production capacities, with considerations like the expected lead times for delivery, quality, and safety certifications, and the compatibility of the manufactured goods with US standards.

Procurement Management KPIs for the Fleet Vehicle Leasing Market

Managing vendor performance throughout the contract period is easier when tracking specific key performance indicators (KPIs). Buyers may experience better performance throughout their contracts if they establish service level agreements (SLAs) based on Maintenance and other factors.

KPI Level of Importance (1-5) Measurements Key Considerations
Average Time to Repair

Average life span of a vehicle until maintenance is needed

The average time to repair can be used as an indication of how durable and reliable the vehicles the supplier is providing in their fleet are.

Vehicles with very short average times to repair may indicate that the supplier is not sourcing reliable vehicles to make up their fleets.

Customer Satisfaction (CSAT)

Number of customer reviews

Number of positive customer reviews

Customer satisfaction can give an indication of how satisfied drivers of the vehicles provided are and of how satisfied previous clients were with the vendor's service as a whole.

Poor customer satisfaction can indicate poor customer service from the vendor, poor vehicle performance, or a combination of the two.
